John locke would say that the goverment would have to change. That a monarchy could no longer exist. He would see spain as a country that needed reform. The goverment should protect the people, liberty, and property. This didn't happen in Spain. Chruch and state should be separated and the monarchs ruled by divine right which would be the opposite of separation. Spain should be more tolerant. The goverment should work to help the people not the rulers.
